POINT BLANK OFFICIAL RULES

Hi Troopers!! The following is the official rules information that will be implemented into the official all Point Blank Competitive Tournamement! CHECK IT OUT TROOPS! OFFICIAL RULES OF POINT BLANK OFFICIAL TOURNAMENT These match rules can be applied in every match both Online and Offline that uses the Point Blank Singapore/Malaysia Official Tournament Rules as the basis for its match rules. PART 1. OVERVIEW 1.1 Match Format - Mode: Bomb Mission - Number of Players : 5 vs 5 - Number of Round: 5 Round CT & 5 Round FR - Duration: 3 minutes/round - Match System: Single Elimination Bo1, Bo3 & Bo5 Round Robin / League 1.2 Winning Conditions 1.2.1 Winning Conditions for Single Elimination Match System - Side is determined through 1vs1 on Mstation - The winner is determined when 1 team has won 6 rounds (Total Round Max: 10) and the match will be terminated. - If the match ends in a tie (5W 5L), then continue with a match 3 rounds or an overtime match. (Total Round Max: 6), the side team will be determined by coin toss by the committee. Match is stopped when one of the teams has won 4 rounds (Total Round Max: 6) and the winner will advance to the next round. the winner will advance to the next round. - If still tied, then there will be a Sudden Death 3 round. The team side will be determined by 1 more on the MStation map (without change side).

1.2.2 Winning Conditions for Round Robin/League match system.
 - Side is determined via 1vs1 on Mstation.
- The winner of the match is determined when 1 team has more wins.
- The match will continue until one team reaches a score of 5 for each side.
- Points earned in Round Robin/League match system:
*Win 3 points
*Draw gets 1 point
*Lose 0 points
- Ranking in Round Robin/League match system
- The team with the highest points has the highest ranking (Number of Wins)
- If there are 2 teams that have the same points, the higher ranking is determined by the total number of wins/losses in the round (Point Different).

- If the number of wins is still the same, a head to head system will be applied (Tie Break).

2.Official Maps

The Official Maps used for the 2024 Point Blank Singapore/Malaysia Official Tournament Rules Competition are as follows:
Broken Alley, Luxville, Downtown, Safehouse, Stormtube, Sandstrom, New Midtown, and Blowcity.

- Maps will be drawn and notified to participants at the Technical Meeting.
- The map draw will be done through the Roulette Map Selector on the PointBlank Website.
2.1 Map Selection for Bo3 Match System - The determination of who will choose the map for the first time is determined through 1vs1 at Mstation. - Simulation of Ban Pick Map after 1vs1 determination in MStation: - Winning Team (A) ban map 1 - Losing Team (B) ban map 2 - Winning Team (A) choose map 3 + Pick Side - Losing Team (B) choose map 4 + Pick Side - Losing Team (B) ban map 5 - Winning Team (A) ban Map 6 - From the remaining 2 maps, the Organizing Team will roullete the map on the Point Blank Singapore/Malaysia Website Website to choose the deciding Map. - Side determination for the deciding map is done 1vs1 again on the Map MStation. 2.2 Map Determination for Bo5 Match System - The determination of who will choose the map for the first time is determined through 1vs1 on the Mstation. - Simulation of Ban Pick Map after 1vs1 determination in MStation: - Winning Team (A) tire map 1 - Losing Team (B) tires map 2 - Winning Team (A) choose map 3 + Pick Side - Losing Team (B) select Map 4 + Select Side - Losing Team (B) choose map 5 + choose side - Winning Team (A) choose map 6 + choose side - From the remaining 2 maps, the Organizing Team will roullete the map on the Point Blank Singapore/Malaysia Website to choose the deciding map. - The determination of the Side for the Determinant Map is done 1vs1 again on the MStation Map.

**WARNING** - Exploitation of any bug, be it a gap in the map or a bug in the weapon is prohibited and will be disqualified. Examples of banned bugs are throwing grenades that penetrate walls, defusing through walls, installing a C-5 that cannot be seen by the enemy, etc. - If you feel that the opposing team is exploiting a bug, the aggrieved team must file a protest immediately within the round. If the accused team is proven to have intentionally exploited the bug, the team will be given a warning 1 for the first time and the round will be repeated,
if the incident repeats a second time, the team that exploited the bug will be disqualified.

3. Characters All types of characters may be used with character specifications: have a maximum of 120HP and can add movement speed, except characters with
WRAITH skins are not allowed. Idol Character series can also be used in Rules since 2023, Idol Character has a special headgear called Wig. For Idol Character headgear that can be used are:
1. Black Afro Perm Wig1

2. Black Short Wig

3. Brown Short Wig
*OTHER THAN THE ABOVE WIGS, NO USE!!! 4. Headgear, Accessories, Items & Weapons IMPORTANT NOTES: - Sniper rifle can only be used by 1 person in 1 team. In the match, players may exchange snipers with other weapons. - Sub Machine Gun with Dual feature (Kriss SV, OA-93, T77, Thompson) can only be used by 2 people in 1 team, but when the round starts and the condition is that 1 team manages to knock out an opponent who uses a Dual weapon, the Dual weapon from the opponent can be taken. Case Example: Team A with 2 Dual players in their team overthrew 2 players from Team B where the 2 players were Dual users. Then 2 Dual weapons from Team B can be taken by other players in Team A (can be called Team A has 4 Duals). This is allowed in the rules of Point Blank Singapore/Malaysia Official Tournament. In a match, players may exchange SMGs with other weapons. - Assault Rifle can be used by 5 people in 1 team. In a match, players may exchange an Assault Rifle with another weapon. - Shotguns can be used by 5 people in a team. In a match, players may exchange their Assault Rifle for another weapon. - C5 may be used anywhere as long as it does not exploit bugs. - The 2019-2021 Champion Beret may be used, but Quick Change Weapon and Quick Change Magazine items must be removed/Unequipped.
- Clan Buffs are not allowed during the match. - Melee Weapon with Speed 100 status may not be used.


4.1 Headgear The following is a list of headgear that can be used in tournaments that uses the Point Blank Singapore/Malaysia Official Tournament 2023 Rules:
- Reinforced Headgear Plus - Wig: Black Afro Perm Wig, Brown Short Wig, Black Short Wig - Beret 4.2 Accessories Accessories that can be used are accessories that function to see friend's HP, OTHER THAN THAT IS NOT ALLOWED.


4.3 Items
Functional Items that can be used in the Point Blank Singapore/Malaysia Official Tournament 2023 Rules are: - Quick Change Weapon - Quick Change Magazine - Increase Grenade Slot - Ammo Up 10 - 40%
4.4 Weapon

Weapons with hit screen effects can be used as long as they have the same specifications (except the amount of ammo), the following is an explanation of turning off the opponent's weapon hit screen effect: 1. Click Settings in the Point Blank game, in the Default Setting section scroll down.


2. Select the OFF option in the Weapon Effect and Effect HUD sections, then apply.


In the table below are the items allowed in the Point Blank Singapore/Malaysia Official Tournament. Skin Series weapons from the weapons in the table below can be used, as long as they have the same specifications (except the amount of ammo) and are not silenced. Items outside of this inventory are prohibited from being used in Matches using the Point Blank Singapore/Malaysia Official Tournament rules.
- Assault Rifle (38 weapons) - Important Notes: Assault Rifle weapons can be used by 5 people in 1 team. In a match, players may exchange Assault Rifle weapons with other weapons.

- Sub Machine Gun (21 Weapons)

Important Notes: Sub Machine Gun with Dual feature (Kriss SV, OA-93, T77, Thompson)
can only be used by 2 people in 1 team, but when the round starts and the condition is that 1 team manages to knock out an opponent who uses
a weapon with the Dual feature, the Dual weapon from the opponent can be taken. Weapon with the Dual feature then the Dual weapon from the opponent can be taken. Case Example: Team A with 2 Dual players in their team overthrew 2 players from Team B where the 2 players were Dual users. Then 2 Dual weapons from Team B can be taken by other players in Team A (can be called Team A has 4 Duals). This is allowed in the rules of Point Blank Singapore/Malaysia Official Tournament

- Sniper Rifle (26 weapons) Important Notes: Sniper weapons can only be used by 1 person in 1 team. In the match, players can exchange Sniper with other weapons.

- Shotgun (5 Weapons) Important Notes: Shotguns may be used by 5 people in a team. In a match, players may exchange Shotguns with other weapons.

- Secondary Weapon (15 Weapons)


- Machine Gun (2 Weapons)



- Shield (1 Weapon)


- Melee Weapon (18 Weapons) Important Notes: Melee Weapon with Speed 100 status should not be used.

- Grenade Weapon (3 weapons)


- Special Weapon (7 Weapons)


PART 2: MATCH RULES


1. Registration Rules
- This tournament is only for those who have Singapore/Malaysia ID cards and are currently living in the territory of Singapore/Malaysia.
- Registration will be done online through the links available on the Notice Website, Social Media
and Discord Official Point Blank Singapore/Malaysia.
- Each team can register into the tournament using Point Blank Singapore/Malaysia Official Tournament rules with a minimum of 5 people per team,
and optionally 1 backup per team.
- Each team member is prohibited from being in 2 different teams (Double Slot).
If a member is found to have a double slot, his/her slot will be declared invalid.
- Nickname and Team Name must not contain abusive words, pornographic elements and sensitive contents.
If it contains these words, then the registration is invalid.
- Make sure to register the participant data according to the Identity Card and Zepetto Account ID of each team member correctly of each team member correctly.
- Make sure the Zepetto ID is correct, if it cannot be searched in our database then it will be will be considered invalid to join the tournament.
- Each member of the registered participating team must not have a history of using illegal programs
or is not currently under a Competitive Banned sentence.
If it is found that a member of the participating team has used an illegal program
or are currently under sentence of Banned Competitive,
then the team will not be passed as a participant and will be immediately disqualified.
- Registration confirmation will be sent by the committee team via the registered email.

2. Re-registration Rules
- Re-registration will be done on the official match discord whose link will be shared in the confirmation email.
- Each team must have 1 team representative on the match official discord.
- If a team member cannot match his/her identity as registered,
then he/she will not be able to play in the tournament.
- If a team member does not re-register by the end of the re-registration period,
does not re-register, he/she will not be able to participate in the tournament.

3. Technical Meeting
- Team representatives are expected to attend the technical meeting which will be held on the Official Discord.
- Draw charts/match order, map determination, reading and discussing the rules will be done during the Technical Meeting.
- The Technical Meeting will be conducted to participants on 2 days or 1 day before the match day.
- Teams that do not attend the technical meeting are deemed to have known and agreed to the Point Blank Official Tournament Rules.

4. Team Rules
- Each team must have 1 team representative designated as team captain who is responsible for his/her team.
The team captain's job is to coordinate and confirm his/her team's
for all matters concerning the match to the Organizing Team.
- Each team representative must always report and monitor on the discord channel determined by the Organizing Team.
- Each member of his team must play according to the Identity Card data and Zepetto Account ID registered.
If a team is found to be playing a non-registered member, the team will be disqualified.
- Each team is not allowed to exploit bugs and use illegal programs.
If a team is found exploiting bugs and using illegal programs,
then that team will be disqualified and will be banned competitive.
- Team name and nickname can be changed twice during the Qualification period until the Grand Final.
The maximum change of Team Name and Nickname is 2 weeks before the event takes place.


5. Player Substitutions
- Substitution with reserve players can only be done between matches (at the time of change side).
- Player substitutions for the first game must be notified to the committee 30 minutes before the match starts.
Otherwise, the main player list will be used.
- If at the start of the match the number of members of a team does not reach 5 people,
the match will continue provided that the number of members playing is at least 3 people.
If less, the team will be declared forfeited.
- If a team member arrives late to the match, they can only enter during the team swap.
(change side during ingame).

6. Online Match Rules
These rules apply if the match is conducted online.
- Each team is required to relogin screen sharing discord before the match starts.
- Each team is required to make a video call with the committee team during the match.
- Before the match starts, each member of the participating team is required to re-verify with the committee team
by holding personal data according to what is registered.
- It is required that the video call camera always points to the participant's face.
- Required to dress neatly during the video call.
- Players are not allowed to smoke during the video call with the committee team.
- It is recommended that the internet quota and battery are always charged during the match.
- Teams that do not make or refuse video calls / 1x Discord login will be subject to warning 2.
- Teams that do not make or refuse a video call/Relogin Discord 2x will be disqualified from the match.


7. Team Fair Play Spirit
- Fair Play is the spirit of honest and sportsmanlike competition.
- All teams that join the competition using the Point Blank Singapore/Malaysia Official Tournament Rules must uphold fairplay.

- All teams can protest during the match time period.
- Teams that protest outside of the match period will not be accepted by the organizing team.
- All dead player monitors must be in first-person mode.
- All players are prohibited from changing player positions after death.
- Players are only allowed to change weapons.
- If the team or team members are proven to have committed cheating in any form
(inside or outside the tournament that uses Point Blank Singapore/Malaysia Official Tournament Rules),
then the team involved will be disqualified from the tournament using the Point Blank Singapore/Malaysia Official Tournament Rules.
and all members of the team may be banned from all official Zepetto tournaments for a maximum of two (2) years.
- Cheating includes and is not limited to:
Using illegal programs (Cheat/bot/DDOS), doing "match fixing" or deliberately losing to other teams,
"jockeying" or playing other players' accounts, threatening activities, bribery or Monopoly inside or outside the game,
sabotage in terms of software / hardware (restarting computers, uninstalling programs, deliberate disconnection) and, others.
- Violence and fighting are fatal offenses. Teams and members who are involved in such matters will be disqualified
from tournaments that use the Point Blank Singapore/Malaysia Official Tournament Rules
and future tournaments and will be prosecuted to the authorities.
- Anti Doping, will be tightened even more, currently 1 team (5 people) must take a urine test before the grand final match starts.

- If there is any suspicious action from the participant during the match,
the organizer has the right to conduct an investigation directly to the suspected participant.
If the participant refuses to cooperate with the investigation,
then the participant and his/her team will be subject to disqualification from the ongoing match.
 - The investigation process will still be carried out after the disqualification decision in the point above is issued,
if proven to have committed fraud, it will be subject to Banned Competitive sanctions.
- The decision of the committee is final and cannot be contested.
 

8. Attitude / Ethics
- Players must have a good attitude during the tournament.
- Disrespectful and provoking other participants,
to utter inappropriate words may be permanently banned from future tournaments,
as well as tournaments supported by Zepetto.

9. Referee
- Each match will be guarded by 1 person in charge of the referee.
- This referee will also call the room and supervise the match.
- The referee can make decisions in unexpected situations or when players make requests.
- Only the main referee can make a decision to temporarily suspend or repeat or disqualify a match when a player requests or upon request.

- The referee will promote fair play and if necessary penalize/ban any outside obstruction of the match
in order for the match to run smoothly.
- Players who are not part of a match in progress may not participate in discussions when the game is stopped.
Only captains, referees and organizers may do so.
All players must stop doing the things they are doing until the issue is resolved.
- Some reasons why the game is paused:
1. Player health issues
2.  Use of illegal programs or actions that violate the rules by players
3. Request from the team captain
4. Technical problems/natural disasters
5. Other reasons that cannot be predicted


10. Punctuality
- Participants are required to be ready 30 minutes before each match takes place.
- 10 minutes before the match takes place, the organizing team will call the participants.
- The late time tolerance is 10 minutes from the match time. If the team is not present at the venue after being called,
then the team will be declared forfeited.
- If a team is less than 3 people according to the time given, then the team will be declared canceled.
- Teams that do not know the room info provided by the committee team cannot protest.

11. Equipment / Gear
- Participants can use their own equipment (only mouse, mousepad, keyboard, headset).
- Macro settings may not be used during the match (mouse or keyboard),
if it is proven that the player uses macro settings, the team will be disqualified / lost.


12. Technical Problems/Disconnections
- If there is a technical computer problem (PC or network) whatever the problem is and any conditions
when the match is in progress with conditions:
1. The first kill has not yet occurred, the match will be stopped and will be waited for 3 x 5 minutes
and the round will restart from the last score.
2. The first kill has occurred, then the match continues.

3. If there is a blackout/RTO, the match will be stopped for 30 minutes.
Teams that cannot re-enter past that time will be declared defeated.
4. In case of disconnection, participants are not allowed to change the respawn slot, title and items used.

If you violate points 4 & 5, you will be subject to warning 1 to warning 3.

13. Warning
- During the match, teams must follow the rules that have been implemented by the organizers.
If a team breaks some rules, they may be disqualified as a result.
- When a team commits an offense that is not serious enough to be disqualified, the committee will give a 'Warning'. If a team gets 3 Warnings in 1 match,
the team will be disqualified.
- Teams that commit intentional suicide (using a k-400 or similar and killing themselves on the spot) will be given 2 warnings for the first offense,
the second time will be disqualified.
- Below are the types of violations and warnings:



14. Communication
- Team Chat may be used, but Public Chat is not allowed.
- For voice chat, you can only use the program provided/approved by the committee.


15. Sanctions
If any team/player is proven to have committed fraudulent acts during the match such as jockeying,
identity forgery and other things that are considered detrimental to other teams,
then the player and all members of his team are not allowed to participate in official tournaments from Zepetto for a minimum of 2 years.

16. Anti-Doping
Doping is the attempt to improve performance by using substances or methods that are prohibited in sports and not related to media indications.
The reason mainly refers to the health threat of performance-enhancing drugs,
equality of opportunity for all athletes and the exemplary effect of "clean" sport in public life.
Doping in sport is a form of cheating committed by an athlete and is contrary to the spirit of sport.

doping is prohibited in any form in accordance with anti-doping provisions.

17. Others
